Ontario ATT Update

After consultation with our partner club’s executives, we have responded to the CFO’s most recent action in the following manner.

Please be advised that we are carrying ongoing discussions with the Ontario CFOs office.  The opposition to the most recent changes to the ATT’s come as a bit of a surprise to them and as we had been the first to approach them.  Our CEO Jim Newman voiced to them our opposition to and concerns with respect to the changes to the wording on new ATTs that came into effect as of January 9th 2013.  We also expressed our dismay and displeasure with the manner in which the changes had been made and the lack of communication of those changes.

We have asked for a moratorium on the changes until after the CFO and Shooting Clubs conference in early May 2013 to allow for consultations with and input from the Shooting Clubs.

The result of the most recent meeting was that the suggestions made were going to be taken under advisement and discussed amongst their staff and legal department.  Once they have made a decision, they will advise Jim of their decision.

In the meantime:

Changes to Ontario's ATTs
Please be advised - regarding the change in the wording of Ontario's ATT's - we are currently in discussions with the CFO and will keep you updated.
The following has been sent to us from Chris Wyatt - explaining how these changes came about.

Hi Jim,

I am in the office right now. You have my phone number - direct line. Here is some additional information about this matter. Regards,

Chris

I recently decided to amend the wording of the standard conditions being attached to all long-term Authorizations to Transport (ATT) issued to Ontario licencees who belong to an approved shooting club in the Province. The condition now requires authorization-holders to produce a written invitation, upon demand of a Firearms Officer or a police officer, when they are using the ATT to transport their firearms to an approved range operated by a shooting club that is not a club to which they, themselves, belong. The intent of the change was to make ATTs more consistent with and reflective of the requirements of section 6 of the Shooting Clubs and Shooting Ranges Regulations, SOR/ 98-212, made under the Firearms Act. This change also reflects a recent court decision that affirmed the right and responsibility of the Chief Firearms Office to require proof of an invitation by a licencee wishing to visit a shooting club where they are not a member of that club.

Section 6 of the Shooting Clubs and Shooting Ranges Regulations provides as follows:
